I doubt that Mr. Jennings is inferior, but the idea of appointing Messrs. Meon, a cadet of less than 4 years standing to a post of this importance would not be justifying. The only argument in his favour is that he was a good Acting Treasurer and knows Chinese. Captain Hastings was thought to have been made then but knew no Chinese, I believe P.M.G.
There is nothing in these despatches to induce me to appoint Mr. Johnston here.
